Ukrainian officials “gagged” school computers for $ 20 million

Ministry of Education of Ukraine has failed to spend more than 100 million hryvnia allocated for the computerization of schools in the country. That is the conclusion of the auditors of the Accounting Chamber of Ukraine, who studied the use of budgetary funds as of September 1, 2008, reported Itar-Tass.

According to auditors, the Ministry of Education allocated funds management are ineffective and haphazard, resulting in not been implemented activities under the 2007 five-year state program “Information and Communication Technologies in Education and Science.”

In particular, the end of 2007 was planned to provide computers and Internet access all the educational institutions of Ukraine. However, over the reporting period, computer systems were equipped with less than 3200 schools in the country, so that the overall level of computerization of schools was only 87%, and connect to the Internet - 78%. Total for Ukraine at the beginning of last school year functioned 21,4 thousand schools.

The fact that the Ministry of Education were not able to learn so much money (by “pre-crisis” of exchange in effect before the new school year is about $ 20 million), the Audit Chamber has already indicated to Parliament and Cabinet. However, auditors are unlikely to deem it necessary to add that the computer equipment of schools - only part of the problem, because many Ukrainian teacher quite know how to handle computers. Not much better situation in Russia, although all the schools here were connected to the Internet a year ago.
