Ukraine’s Prosecutor General’s Office opened a criminal case on a number of violations of the Tymoshenko government

Ukraine’s Prosecutor General’s Office opened a criminal investigation of violations of legislation on the budget system and the abuse of funds from the sale of quotas under the Kyoto Protocol at a time when acting Prime Minister Yulia Tymoshenko fulfilled, the press-service agency.

“Ukraine’s Prosecutor General’s Office audited compliance with legislation on the use of budgetary funds received in 2009 from the sale of assigned amount of greenhouse gas emissions in accordance with Article 17 of the Kyoto Protocol” - the report said.

Initial inquiry found that following the adoption of former officials of the Cabinet and the Ministry of Finance of Ukraine’s laws and regulations contrary to the requirements of the law “On State Budget of Ukraine for 2009″, the Treasury Department changed the purpose of the special funds budget, which came from the sale of quotas for greenhouse gases, totaling 2.3 billion hryvnia (about 287 million dollars).

On that obtained in the framework of the Kyoto Protocol, the money could be “stolen” under the government Tymoshenko, Ukrainian President Viktor Yanukovych said on April 22.

Kyoto Protocol - an international instrument, adopted in 1997 to complement the UN Framework Convention on Climate Change. According to the protocol, for each country set the maximum allowable rate of emissions. If a country does not use the full quota of greenhouse gas emissions, it can sell the remaining amount to another state. In March 2009, Ukraine had sold in Japan quota
